Yes. Responsibility is collective, guilt is personal.
Germans from Nazi Germany were collectively responsible for righting their governments/state's/society's wrongs, but not all Germans were guilty of being murderers/rapists/etc.
Similarly, ALL Russians are collectively responsible to right their state's actions, however not all Russians are guilty.
